Redundency Payment Criteria My salary is made up of a 'basic salary' and supplements to the tune of £400 per month due to various responsibilities I hold. We have been informed that redundency payments will be based on 'basic salary'. In my case that will make roughly a £1000 difference in the payment I receive. Can I state that the supplements form part of my employment package and therefore be taken into account.

Not unless they are contractual. Allowances, bonuses or supplements are not usually included in the "normal pay" which is used for the calculation. So you can't state it, because I don't see any evidence that they do - but you could suggest it and see what they say.
