I work for a LA and, due to reorganisation my post is not in the new structure, as a consequence I have been served redundancy notice terminating end of May 2011.
I have appealed on the grounds that the work is still there to be done, the LA want it done, and there is no one else available to do it.
This has been acknowledged and the LA have suggested that they extend my notice period to the end of Oct 2011 whilst further negotiations take place.
My question is: should the LA withdraw the current notice and, if deemed necessary, re-issue 12 weeks prior to the proposed extension date ?

No - you are still on notice and there is no requirement to re-issue it. I am frankly surprised that they have decided this though. The fact that the work still needs doing isn't a valid legal grounds for appeal against redundancy, and many employers, including local autghorities, are busy getting rid of staff where there is still work to be done. I wouldn't hold my breath on the deciding anything other than who else will be doing the work in your future absence - cynical, but unfortunately in this day and age, usually accurate.

Perhaps my best bet is just to go with the flow and see what they come up with.

Given what I am seeing on a day to day basis in public services right now - that is a wise and less stressful choice. You already know the worst that can happen, so anything else, including an extension, is a bonus!
