My employer is looking at making over 20 people redundant but will continue to use agency staff. Are the full time staff due to be made redundant entitled to these jobs?

Agency Staff As always its hard to give precise feedback without knowing the full details. However, if your company is keeping temps rather than full time employees, it is something you should bring up in consultations. When making a business reason for redundancies a company has to show that it has explored all other avenues to avoid redundancies, such as:
change in working practices
training in additional skills
termination of contracts of temporary or casual workers
temporary reduction in pay
short-time working
all with consultation of course.
You say that over 20 staff are being made redundant, a company cannot make them redundant without consultation, they inform the employee that they are at risk of being made redundant.
If over 20 are being made redundant, your company has a due to consult at least30 days before the first dismissal takes effect if 20 to 99 of your employees are to be made redundant at one place of work over a period of 90 days or less.
Therefore I think the employees selected need to raise all the above in consultations.
Hope this has helped, if not you can visit the BERR website:
