If an employee expresses that they would like to be offered voluntary redundancy what procedures need to be taken?
This is a completely isolated request from the employee.

Forgive me for asking - but why would you want to comply? Because you don't have to. And if you don't want to then the procedure is "no".

I know but unfortunately the employee is hugely unhappy and although we have tried our best to resolve their issues they still remain unhappy and rather than them leaving with nothing we would like to give them at least statutory redundancy pay to help them after they leave.

In that case, what you agree to pay is entirely up to you, but I would advise legal advice to create a compromise agreement which the employee should sign before payment is made to protect you from their unhappiness going in the direction of a tribunal.
